Ban on smoking in films

The Indian government move to ban smoking in movies and television shows as more youngsters are emulating their reel life heroes are taking up tobacco use. WHO also observed that in earlier Bollywood movies only the villains smoked, but now heroes often lit up.

I do not understand why doesn’t the government just ban the production if they feel that it is so harmful, they always start at the wrong without actually gaining anything out of it. Earlier they had banned all kind of tobacco advertisements in televisions, print media etc.
